WHEREAS, Tanana Chiefs Conference (TCC) is an Alaska Native tribal health and social services consortium established by the Interior Alaska tribes and tribal communities, to provide a unified voice in advancing sovereign tribal governments through the promotion of physical and mental wellness, education, socioeconomic development and culture of the Interior Alaska Native; and
WHEREAS, The Tanana Chiefs Conference (TCC) was incorporated in the late 1960’s to advocate on behalf of the Alaska Native people of the TCC region, and later empowered under PL 93-638 to be the major health and community services provider in the region; and
WHEREAS, The Fairbanks Native Association (FNA) was also incorporated in the late 1960’s to advocate on behalf of the Alaska Native people of the community of Fairbanks, and later empowered to be a significant provider of behavioral health, education, and community services in the Fairbanks Native community; and
WHEREAS, FNA operates a Community Services program to provide assistance for the benefit of Alaska Native and American Indian people in the Fairbanks North Star Borough through a self-determination Title One Contract with the Bureau of Indian Affairs; and
WHEREAS, Over the past twenty years there has been a significant increase in the Alaska Native and American Indian population of the Fairbanks North Star Borough; and
WHEREAS, Over the past twenty years the BIA has not sufficiently increased funding for FNA’s Community Services programs while the “need” for Welfare Assistance and Social Services in the Fairbanks North Star Borough has significantly increased; and
WHEREAS, Tanana Chiefs Conference currently operates a Title IV Compact from the BIA to provide services throughout the TCC region.
NOW THEREFORE BE IT RESOLVED that Tanana Chiefs Conference Full Board of Directors work in partnership with Fairbanks Native Association to assure that Tribal members of the TCC region residing in or visiting the Fairbanks North Star Borough can gain access to assistance and social services programs provided it does not impact the current funding level of the federally recognized tribes.
